
La Información como Servicio Público; la visión unívoca que de la realidad presentan los Medios de Información, abrumadoramente controlados por el Poder Financiero, deja completamente de lado parcelas de la realidad que ponen en cuestión el Sistema Neoliberal Global, ajeno al principio democrático, en la supuesta libre competencia enmarañada con un nivel de corrupción que pone en las manos del Poder Financiero los instrumentos e instituciones que deberían protegernos de él; lo que unido al control férreo que ejercen sobre nuestro Derecho a recibir Información Veraz, de cuya efectividad depende la formación de una Sociedad Libre y Plural, nos sitúa ante un simulacro de mercado en el que la demanda es completamente Rígida, y, por tanto, ajena a cualquier variación en el precio por parte del ofertante; ofertante que en realidad se constituye en cártel mediante el tejido asociativo empresarial y grupos de presión («lobbies») actuantes en cada rincón de cada Administración pública nacional, autonómica, local o internacional.
Incluso los países que se proclaman Socialistas tienen claroscuros –en ocasiones muy oscuros-, pero en un momento u otro, en un aspecto(s) u otro(s), desviaciones o degeneraciones aparte, se han distinguido por la comunitarización de “lo público”, la “socialización” real y efectiva de aspectos como la sanidad, la educación o el sector energético. Este es el caso de la Sanidad cubana, que sigue comunicando a la Sociedad Internacional sus avances en diferentes campos de la Medicina y, en particular, en la investigación contra el cáncer, especialmente el de piel, introduciendo en su farmacopea un nuevo fármaco frente a esta enfermedad que se integra en el sistema nacional de salud sin coste para el mismo, como “propiedad” del Estado cubano que es; la investigación aquí no tiene el efecto perverso, o no lo tiene por completo, de, si da frutos, enriquecer al laboratorio farmacéutico a costa del erario público.
En nuestro país, y en nuestro entorno, por el contrario, tenemos constantes ejemplos tanto de lo que los recortes en Sanidad suponen para todos como de facturación más que millonaria para las farmacéuticas, estableciéndose pactos entre el Gobierno y Farmaindustria (patronal de la industria farmacéutica española que integra a 250 laboratorios asociados que representan el 98%, aproximadamente, de las ventas de medicamentos de prescripción en España) de incremento anual del gasto farmacéutico –que no sanitario- de forma permanente en relación al P.I.B.; y ello mientras que en nuestros hospitales no tienen dinero para tiritas –y en esta ocasión la literalidad no es exageración.
Los casos de precios astronómicos para los medicamentos de nueva generación en enfermedades mortales aparecen recurrentemente en los medios de comunicación (y siguen siendo batalla judicial algunos, como les contaremos en próximos posts de este boletín), pero debemos también fijarnos en el gasto farmacéutico de medicamentos para enfermedades más comunes –por numerosas- como la diabetes o la hipertensión, que significan igualmente márgenes de beneficio de vértigo.
Nos quieren enfermos, crónicos a poder ser; así somos más “productivos” para la industria. Solo somos consumidores (recuerden, no ciudadanos; eso pretenden). Y como tales debemos comportarnos de forma que computemos, que contribuyamos al mayor beneficio empresarial posible: cómo nos alimentamos y de qué morimos también cuenta –y mucho- a estos efectos.
El beneficio del monopolio estatal en sanidad nos resulta incuestionable (en la acualidad, la realidad es que ponemos nuestra salud en manos de quienes obtienen sus beneficios, precisamente, de nuestra enfermedad), y sin embargo, dada las presiones de la industria farmacéutica, de la coacciones de la que son víctimas los propios Estados, resulta impensable en nuestro mundo occidental.
¿Por qué primamos el perjuicio –en este caso el beneficio- para el mercado frente a lo que debería importar: el beneficio social de ese monopolio estatalizado?
Hemos visto en los últimos tiempos como el dinero público ha salvado, sin titubeos y a un coste que no nos podemos permitir –de ahí los recortes en lo que sí es necesario-, a un sistema bancario que, precisamente él, contribuyó a crear la burbuja inmobiliaria que supuso el último crack financiero, la ultima hecatombe “global” por la que todavía pagamos las consecuencias. La “socialización” de la deuda bancaria, a pesar de las condiciones culpables en las que se ha originado, no ha resultado un problema para los diferentes Gobiernos europeos; sin embargo, abaratar el coste farmacéutico, rentabilizar las inversiones en investigación, optar por un sistema sostenible en el que prime la prevención, favorecer las patentes estatales –o la desaparición de las patentes per se en el campo médico- o imponer un sistema basado en los llamados “genéricos”, resulta impensable. Aunque posible.
Y resulta imposible, simplemente, en nuestra opinión, por una mala gestión de los recursos públicos; por un concepto erróneo de “lo público”. Como ejemplo anecdótico pero significativo de lo que decimos, señalaremos que estamos hablando de un país, el nuestro, en el que hasta hace relativamente poco (en fecha efectos 1 de enero de 2013, se suprimió con generalidad la deducción por adquisición o rehabilitación de vivienda habitual, a salvo del régimen transitorio que la norma instauró y ha cabalgado hasta este mismo año para los propietarios que ya se aplicaran la deducción con anterioridad a la reforma legal), se mantenía la deducción por vivienda habitual en la declaración anual de IRPF, gasto fiscal que ha llegado a estimarse sobre el 1% del P.I.B. Teniéndose en cuenta que este tipo de deducción fiscal decanta una política económica que favorece sin más el régimen de propiedad sobre el alquiler y que ha contribuido, a criterio de muchos, en la sobrevaloración insostenible del precio de los inmuebles, que a la postre es lo que es la famosa “burbuja inmobiliaria” (y piénsenlo, el beneficio fiscal significaba una reducción de facto del precio de la vivienda para el consumidor final con el que ya contaban los vendedores y los propios compradores al hacerse la “cuenta la vieja”, cuenta que finalmente se truncó; que las exenciones fiscales a los propietarios sirven para elevar los precios de las viviendas, lo reconoció el propio Ministro de Economía a la sazón, Pedro Solbes, en declaraciones publicadas en La Vanguardia el 14 de abril de 2008), bien podría haberse eliminado la deducción mucho antes y destinar ese dinero, por ejemplo, a inversión y desarrollo (I+D), lo que habría significado duplicar la partida por tal concepto. La deficiencia en inversión en I+D en nuestro país denota una tara en nuestro patrón de desarrollo, que en vez de subsanarse se está agudizando, siendo que ese campo se está dejando en manos privadas, a través de su externalización, fenómeno éste el de la externalización que está afectando, para su detrimento máximo, a todos los servicios públicos esenciales.
Pero hay otro concepto que interesa visibilizar: LA EXTERNALIDAD. El coste no imputable a la actividad mercantil, como los gastos que las enfermedades causadas por productos de primera necesidad sean abonadas por los consumidores, mediante el Sistema Público de Salud; orientado a la enfermedad, nunca a la prevención. Y cuando quienes tienen el Poder Informativo –dueños de las principales industrias alimentarias-, Financiero, Político -más cuanto mayor es el nivel de corrupción-, son también los integrantes del “Cártel” del Mercado de Medicamentos, tal situación no se superará sin una adecuada Información. Y ese es el motivo del presente artículo. Presentamos un trabajo impactante, con muchas aristas, y que a la postre viene a darnos la imagen, que muchos pensamos realista, de una industria alimentaria generadora de enfermedades, industria que es precisamente la que subvenciona, junto con los grandes laboratorios farmacéuticos, a las Asociaciones e instituciones más destacadas en la lucha contra esas mismas enfermedades. El sistema se retroalimenta.
Respecto al mecanismo de funcionamiento de esa vorágine empresarial que es la industria farmacéutica, nos ocuparemos más extensamente otro día, pero no podemos dejar de recordar ahora lo sangrante que resulta que las fases más costosas y laboriosas de la investigación médica sean a cargo de los Estados, y cuando esas investigaciones empiezan a dar sus frutos científicos, y, por ende, económicos, son cedidas a la industria, al sector privado, a fin de que sea en éste en el que repercuta todo el beneficio, vendiendo luego esa industria a esos Estados esos mismos fármacos, que en origen posibilitaron, a precios millonarios. Igual vemos sucede con la gestión hospitalaria.
Por todo ello y por mucho más. Por el convencimiento pleno de lo insostenible desde cualquier perspectiva de nuestro “planetario” sistema económico, por el convencimiento de la necesidad de la defensa de los servicios públicos de calidad y de la necesidad de integración de cuerpo y mente –del equilibrio-, y por su indudable y altísimo interés informativo, dado su valor de contraste con el resto de información imperante, es por lo que le presentamos hoy el documental “What the Health”, escrito, producido y dirigido por Kip Andersen y Keegan Kuhn, del equipo de producción de la productora Cowspiracy.
Seguro que su crítica es fácil, que existirán múltiples informes que puedan contradecir y poner en duda sus afirmaciones y conclusiones, y que obvian, entre otros, problemas tales como alergias alimentarias a productos de origen vegetal o la monopolización, manipulación genética y control de las semillas –con la omnipresente Monsanto-, pero la preocupación por una “salud global”, del individuo y del Planeta, que trasmite el trabajo que les ofrecemos es suficiente razón para ser difundido y reflexionar profundamente sobre todo ello. Nuestra propuesta, desde luego, no es que todos nos convirtamos en veganos (nada más lejos de nuestro gusto por lo culinario…), pero nos parece más que razonable pensar en que no pueden ser sanos ni nutritivos, en el sentido más amplio del término, unos animales, los que comemos, que crecen mediante engorde “artificial” y que viven hacinados y atiborrados a hormonas y antibióticos, comiendo sus propias heces; empecemos por exigir cambios ahí. Y cambios en la forma en que tratamos nuestros campos (el mundo verde no es tan verde ni tan perfecto como aparece en el video, por desgracia).
Por todo ello creemos de interés informativo máximo, indispensable para el interés público, la difusión de los datos que aporta “What the health” (aunque, si se nos permite el guiño, estuvieran exponsorizados por los cultivadores de brócoli…). En cualquier caso, cada afirmación del documental viene sustentada en una fuente, cuya relación completa -de los autores-, se recoge al final de este post. A partir de ahí opinen Vds.
